State level women’s football tournament from Oct 23
ITANAGAR, Sept 23: Arunachal Pradesh Football Association (APFA) will conduct the state level women’s football tournament, 2013 at Naharlagun/Itanagar from October 23 to 30. Teams from all the 17 districts, including a team from Capital Complex, are expected to participate in the tournament.

WIFS prog launched in Lohit
TEZU, Sept 23: The Weekly Iron Folic Acid Supplementation (WIFS) programme under RBSK was launched in Lohit by Deputy Commissioner Rajeev Takuk at TCM ME School Tezu today. Under the programme, each and every student will be given one iron tablet every Monday in school.
Speaking on the occasion, the DC spoke in details about the importance of maintaining good health and emphasized on reduction of anaemia among children through regualr administration of iron folic acid tablet.
District Medical Officer Dr. Karik Basar requested the nodal teachers to be practical and sincere in delivering IFA tablets to every child to make the programme a success.
DRCHO Dr.Nani Rika, briefly highlighted the importance of Weekly Iron Folic Acid Supplementation (WIFS).
The IFA is not a medicine, but nutrient supplement which is necessary for healthy growth of the child physically and mentally. The WIFS programme is to cover all the children from Nursery to class XII of Government schools or Government aided schools of the district.
Besides IFA tablet, Albendazole tablets will also be given in the month of February and August.
The school health team of the district alongwith nodal teachers of the school will monitor the progress of WIFS programme in the district.
The dictrict has 258 Schools and 13,484 children are target age group under WIFS programme. As per health survey report 70% of Indian children are anaemic due to lack of Iron deficiency in their diet. DIPRO

Assembly approves APIMC Bill -
ITANAGAR, Sept 23: The Arunachal Pradesh Legislative Assembly today passed the Arunachal Pradesh Indian Medicine Council Bill, 2013 by voice vote.
Meanwhile, Arunachal Pradesh Doctors’ Association (APDA) welcomed the development and thanked the State Government, particularly Health and Family Welfare Minister Atum Welly in this regard.
This Council will look into Indian System of Medicine that includes Asthanga, Ayurveda, Siddha and Unani,” APDA hoped.
The state already has ‘Homeopathic council’ and ‘Arunachal Pradesh Medical Council’ for Homeopathy and for ‘Modern system of Medicine (Allopathy)’ respectively.
However, ‘Indian System of Medicine’ was unregulated till date, it informed.
APDA hoped that the ‘Indian System of Medicine’ will be regulated and the public will have the maximum benefit due streamlining of this branch, it added.

Health & education sectors need major boost

ITANAGAR, Sept 23: For the last few years the priority was given to health and education sectors as first step towards development of strategically important state like Arunachal Pradesh. But in reality both the departments are lagging behind apparently either due to paucity of fund or lack of strong policy decision.
As per confession made by Health Minister Atum Welly in the Assembly House today not only the CHCs and PHCs but also the health centres in town areas also are facing shortage of specialist doctors. The minister was responding to a supplementary question raised by MLA Alo Libang.
At present there are only 54 specialist doctors against the total requirement of 378 specialists, the minister disclosed. Moreover, shortage of accommodation in rural areas and unequal distribution of doctors created the mess in health service system, he added. Even the local specialist doctors are reluctant to work in interior areas, instead they prefer to resign and continue their service in private hospital, the minister revealed.
Pointing out the huge financial implication involved in recruitment of heath staff and creation of health infrastructure, the Minister, however, appealed to the members of the house to extend cooperation in proper distribution of man power in health centres. At least the members should contribute from their MLALAD fund for creation of accommodation for medical staff in rural areas, he opined.
Informing the house that 60 GDMOs ( Allopathy) were recruited through APPSC, the Minister said that Govt has been persuaded several times on requirement of special doctors in state and the process for the same is going on under finance department. Steps has already taken to rationalize posting of health staff and streamlining the man power distribution, the minister informed.
On the other hand many secondary schools are upgraded to higher secondary schools during last few years. But the irony is that most of the upgraded schools are facing shortage of senior teachers.
Responding to a supplementary question raised by MLA Tapen Siga, Education Minister Bosiram Siram informed the Assembly that at least 90 senior teachers are required for posting in 15 upgraded schools in many areas including Nafra, Chayang Tajo, Wakka, Pangsu and other places.

The Chief Minister's assertion came in the backdrop of mass public protest on various upcoming hydro projects in the state.
Tuki was responding to a private member's resolution raised in the Legislative Assembly by Congress member Tapuk Taku urging the state government to formulate a concrete policy for smooth and systematic function of various wings of the power department to overcome power crisis and other administrative shortfall.
Admitting the dismal power scenario of the state, the Chief Minister said that the reason for power crisis was because the state government failed to tap even one per cent of the 55,000 mega watt power potential in the state.
"After harnessing all available power potential by commissioning all the ongoing projects, Arunachal Pradesh will be a surplus power state in the country," the Chief Minister said and added that the present power scenario was attributed to the damage caused in several small hydro projects by flood and landslides in recent times.
He, however, assured to solve the crisis soon by restoring all the defunct projects.
On the other hand, much to the delight of the labour community, Arunachal Pradesh Chief Minister Nabam Tuki today announced that the state government was contemplating to enhance the minimum wages for labourers in the state soon.

"We are proposing to fix the new wage from Rs 150 to 190 per day area wise depending on the climate and topography of the area. According, we have decided to hike the wage separately for labourers working in soft and hard areas," the chief minister disclosed.
He said, in addition to the daily wage, the government also fixed a medical allowance of Rs 250 for all categories of labours besides extra allowance of Rs 500 for those working in hard areas.
Tuki further informed that minimum wages for labourers were subjected to Minimum Wage Act, 1948 which envisaged fixation once in five years.
Earlier, raising the motion, Umbrey suggested for constitution of an advisory board which should periodically review the wages. PTI
Tirap Police solves highway robbery case
ITANAGAR, Sept 23: In a major breakthrough Tirap Police have solved a heinous and diabolical case of a highway robbery at night in which unknown miscreants had attacked an unsuspecting driver of a Bolero vehicle which was being used by the Army Brigade HQ in Khonsa on hire basis, informed Tirap SP Vikramjit Singh, in a release.
The incident had occurred on the intervening night of August 25 and 26 when the driver Ajay Gurung was taking the vehicle back to Tinsukia from Khonsa. On the way he had halted at Bogapani village to have dinner where one person took a lift in the vehicle till Hukanjuri check gate.
However, soon thereafter three more persons were picked up at the behest of the first one. Later, just before reaching Hukanjuri check gate they forced the driver to turn the vehicle towards Nokfan. On the isolated Nokfan road, they brutally assaulted the driver with an iron rod on the head and left him for dead in the Tiru River, the SP said.
Fortunately, the driver survived and was brought to Deomali Police Station by a passerby, from where he was shifted to AMC Dibrugarh.

of getting caught. The assailants then took the help of a driver as they were not

Based on local inputs and tireless investigation the driver who had assisted the accused in hiding the vehicle was arrested by the special team and based on his interrogation the vehicle was recovered.

Working round the clock and raiding several jungle hideouts the police team finally got a specific input about the location of two of the main suspects near Lingdongthong village. Their hideout was raided early in the morning and they were arrested.

BJP for suitable compensation to Govt declared illegal encroachers
ITANAGAR, Sept 23: The Bharatiya Janata Party state unit has called for giving suitable compensation to the occupants of the government quarters and land, who have been declared as illegal encroachers by the government. The compensation is to be paid for the expenditure incurred on the structures constructed on the govt quarter land, and while if the government decides to allot those plots to the occupants, then appropriate rates may be fixed for charging them since the time of occupancy, added the BJP.
Addressing the mediaperson here today, BJP state unit general secretary Dominic Tadar, said that the BJP views sternly the eviction drive being carried out in the Itanagar Capital Complex. Tadar has been constituted as the chairman of the recently formed party committee on the illegal encroachment of government land. He said, since most of the government quarters in the Capital Complex in particular as well as in the districts across the state are SP type structures having short span of life, their validity has expired since long. While the successive governments never kept any budgetary provisions in the AOP for the repairing and maintenances of those SPT quarters built in the 1970s and later, the occupants have spent from their own resources to maintain the quarters and further when the condition of the house was found inappropriate to dwell in despite the self maintenance works done coupled with problems arising in repairing, rewiring, painting etc., the occupants started constructing houses on the very spot for the safety and security of their family members, he added. Further he pointed out that the illegal construction is not a new found incident but it has been going on since long time, while many cases of illegal encroachments had been regularized and given land allotment including the govt quarters.
The other members of the BJP committee consists of Techi Necha, spokesman, Tayek Goi, state vice president, BR Wage, state general secretary, Ngurang Pinch, state executive member and Tarh Tarak, district president, Itanagar Capital Complex. Further, the voicing its opposition on the method of repeated cases of eviction on the basis of pick and choose on the NH52, approach roads and sector roads of the Capital Complex, the party stated that, the administration may apply same yardsticks as per provisions of RoW laid down rules, where the Supreme Court has also upheld the procedures in the case of Kerala Govt’s permission to a private society to install the statute of public figure on a traffic point on a National Highway.
On the issue of NOC being obtained by the govt employees from concerned DC or the Chief Estate Officer in order to clear their retirement dues and promotion of services, the BJP stated that it was not necessary as the condition is not guided by any established law or act and it is contradictory to the CCS conduct rules and at the same time, there is The Arunachal Pradesh Public Premises (Eviction of Unauthorized Occupants) Act, 2003 for the land encroachment matter.
Further stating that as the govt has admitted in the state assembly that the state Capital has been built haphazardly in the beginning and the private individuals have mostly occupied the land, the state BJP advised that the that entire stretches of land from Itanagar, Naharlagun, Karsingsa, Banderdewa, Tarajuli, Dorpang, Kokila, Sessa, Hollongi, Chakma settlement areas at Changmara, four lane NH(52) from Hollongi to Itanagar should be demarcated clearly considering them to be vacant government land, while leaving government establishments, villages and inherited ancestral land. Hence any occupation within these areas should be considered illegal while the names of and details of those individuals who have illegally occupied the land, with even the land possession certificate issued in these areas cannot be treated as valid documents. No compensation can be claimed against any govt project like educational institutions, airport etc. and of the huge temporary settlement of Chakma refugees can neither be purchased nor sold to any individual. These vacant lands can be considered for further expansion of the Capital, added the BJP.
Talking to the media persons, Spokesman Techi Necha said, “The government till now has not been regulating things. And after all these years, it will be difficult for the government to regulate things now.”
Dwelling on the many irregularities in the system, he said, “Welfare schemes, they never percolate to the grassroot people. In MGNREGA, people are being paid for only 11 days while the provision is 100 days wage. There are no proper implementations of the schemes which is the very reason why people are migrating towards the greener side i.e., the Capital. APL, BPL they never reach the poor and the medical conditions force them to migrate.”
Necha claimed that the allotment system itself is at fault leading to the rampant allotment of land.
Vice president Tayek Goi alleged that the land allotments are being given on priority basis and are discriminatory. “Poor people are being denied while the rich enjoys it,” he said.
While claiming that no laid down norms for occupying government quarters has also led to the encroachment, he said, “There are no certain rules for occupying government quarters and the duration of the occupant. Government needs to see this.”
BJP, City unit, president Tarh Tarak and BJP councilor, Itanagar Municipal Council, Bogum Jumi Teli also spoke on the occasion.
As further course of action, the committee would take up the issue and submit a memorandum to the Governor and state chief secretary and appraise the problem. Later on a dharna would be staged for creating public awareness on the issue.
Preservation of wildlife to promote tourism in state

Arunachal asks Centre to withdraw coal block suspension

the suspension order on mining operation and disposal of coal at Namchik-
The Coal Controller during May last year suspended coal production from the block allocated to Arunachal Pradesh Mineral Development and Trading Corporation Limited (APMDTCL) following reports of involvement of underground activists in illegal mining of coal.
"The union home ministry in a letter on March last year requested the coal ministry to take over the mine by Coal India Limited to take control of mining of mineral resources in the state so that pilferage is stopped and the insurgent groups are not able to raise resources for weapon procurement," Chief Minister Nabam Tuki said in reply to a written question by Congress MLA Takar Marde.
Tuki, who also holds the mines and minerals portfolio further informed that the state government through a series of correspondences pleaded the Centre to withdraw the suspension order and awaiting response.
"The department of geology and mining has been pursuing vigorously to the concerned ministry to revoke the suspension order," he added. PTI

The workshop was conducted by IT and Social Media experts from New Delhi and representative of AICC Communications Department to train the party workers how to use social media, such as facebook, tweeters and other interactive internet sites to communicate with people and disseminate party ideologies, policies, plans etc. to grassroots level people.

IMC team visits Capital Complex
NAHARLAGUN, Sept 23: Itanagar Municipal team headed by deputy chief councillor Kipa Babu toured the entire Capital Complex today to take stock of the industrial scenario and trash out a solution to the grievances of bazaar welfare committees.
The committee including the empowered standing committee members Tarh Nachung, Gangte Togung, Taba Yall Nabam, Ngurang Yache and Tadik Tagru, during inspection of industrial units at Banderdewa and SMS Smelter at Lekhi village verified the benefits given to employees under EPF, health, education and insurance before directing them to strictly comply with the requirements besides the pollution certificate.
The team would submit a report to Chief Councillor Higio Aruni for starting activities as directed by Chief Minister Nabam Tuki during a with the councillors on September 18 last, Nachung said in a statement.
While Babu directed Nachung to make the Rajdhani Rajgat (smashan ghat) near sinking zone along NH 52A immediately for which the Capital administration gave go ahead signal as fund was expected from the GoAP for its renovation. AAPWU’s Kurung Kumey tour concludes
ITANAGAR, Sept 23: All Arunachal Pradesh Workers Union (AAPWU) concluded its whirlwind tour of Kurung Kumey district yesterday.
The AAPWU team led by its secretary general and other executive members, including from women’s wing, visited and held series of meetings with its block units and discussed in details about various problems being faced by the workers of Kurung Kumey district in particular.
During the tours, the team claims to have received many complaints about forceful donations, membership drives being carried out by few unknown unions in the name of labour union.
Disowning any such illegal activities by any trade unions in the state, AAPWU strongly opposed such kind of forceful donation and collection of money.
The union requested the respective District Administrations to deal strongly against those unions, which are found involved in such illegal activity.
“AAPWU always works towards welfare of its workers and shall not indulge in any such illegal activities,” the release said.

Piglets, chicks and vegetable seedlings distributed
ITANAGAR, Sept 23: A programme on introduction of new and improved breed of piglets and poultry has been initiated in Rengeng Village by Krishi Vigyan Kendra East Siang, College of Horticulture and Forestry.
The breeds were brought from ICAR, Research Centre for NEH Region, Jharnapani, Nagaland. For the programme, some progressive farmers of the village were selected for its initiation. The particular breed of poultry (Vanaraja) was selected for the location as it can thrive well in backyard condition and more particularly for its dual purpose nature giving better egg and meat production.
A better prolific breed of pig (Large Black) was also distributed to study its performance and adaptation in backyard condition. In the said programme, vegetable seedlings (knolkhol, broccoli, brinjal, tomato, cauliflower, cabbage, chilli) and beet root, coriander, radish seeds were also distributed.
Dr. AK Pandey, Dean, College of Horticulture and Forestry emphasized on the importance of taking variety of vegetables for good health and prevention of major prevalent diseases and other micro nutrient deficiency syndrome.
Dr. Neeta Longjam, SMS, spoke on backyard farming of pigs and poultry for economic upliftment of rural community and drew the importance of vaccination in prevention of diseases.
Th. Eloni Vida, SMS, pressed on the need for maintaining nutritional gardening. This homestead production of fruits and vegetables provides households with direct access to important nutrients, nutrients that may not be readily available or within the economic reach of many households. Nutritional gardening therefore provides a household with a good means to improve its food security.
SM Hussain highlighted on the aspect and need for conservation of water through water harvest tank, particularly to meet the water needs during the dry season which at the same time can also be used for aquaculture thereby giving additional income to the farmers.

Legal metrology department should wake up from slumber

Through your esteemed daily we would like to bring to your kind notice that , due to lack of proper implementation of policies and directives as per the rule of legal metrology our consumers and business community are facing lots of problem and sometimes misunderstanding arise between consumer and business community.
As we know that most of our citizen are unaware of consumers right, so our people
are not certain about the retail price rate of all commodities and thus our innocent
people starts bargaining. Most of our people have this mentality to try get heavy
discount of any item, so for this reason our shopkeepers are also prepared to charge
the price of any item for double or triple because they know about the mentality
and atmosphere of our people. For example retail price for jeans pant is just Rs.
1250/-
And lastly we would like to appeal the Govt of Arunachal Pradesh to endorse the legal metrology department to exercise their duties properly and implement the proper rules and regulation of consumer’s right for the welfare and large interest of common people and business communities.

Give proper training to examiner
Dear Editor,
Through your esteemed daily, I would like to focus some of my views regarding recent
APPSCE(Pre). In the aforesaid exam what I found was that in the paper-
Secondly, the examiners were not trained, they could not properly give instruction
due to which many of the candidates wrote optional subject code in paper-
Thirdly, another problem I came to know from the exam is that there were no strict mobile phone checking. Even in the exams of LDC/UDC, other departments provide envelope provisions for keeping mobiles then why APPSC cannot provide?
Therefore, I highly request APPSC to rectify its lacunae’s for the future prospects.
It is also my earnest appeal to APPSC not to declare invalid the OMR answersheets
of those candidates who wrote optional subject code in paper-

No outcome of job mela yet?
Dear Editor,
Through your esteemed daily, I would like to ask our state government and concern organizing committee of job mela cum rally conducted at I.G. Park Itanagar that where we will get the list of selected candidates? I have applied for the training of lab technician. They advised us to wait for their phone call. 22 days have passed but I am still waiting. I asked some of my friends whether they received any phone call, the reply was big no. So, I would like to ask, are they really going to select anyone or it was just fake? If selected than why it’s not published in local daily for transparency. Finally, I appreciate our chief minister for taking such a great step and I also expect he will do better in future.

Out of syllabus questions
Dear Editor
Many shocking and unexpected questions were asked for Geography in yesterday’s APPSCE Prelim exam. They even asked out of syllabus questions.
Why is commission playing with the emotions of the candidates who toil day and night to crack the prestigious exam, knowing that it’s the last attempt for many of them? Why they involve in controversy in almost all exams they conduct? Frustration and feeling of discrimination may take ugly turn if they continue committing such blunder. I challenge them that even the father of Geography wouldn’t be able to answer some of the questions they had set for the Geography paper.
Lastly, I request the commission to be sensible and to have some moral responsibility rather than showing the challenging attitude to the aspirants in the future.

Crime against children
Crime against children rose by an alarming 24 per cent in recent past in the country, with Uttar Pradesh topping the list and Delhi coming in third place.
It is alarming that, in 2011, the crimes against children reported a 24 per cent
increase from the previous year with a total of 33,098 cases, the report 'Children
in India 2012-
The highest number of crimes against children, it said, was reported from Uttar Pradesh (16.6 per cent) followed by Madhya Pradesh (13.2 per cent), Delhi (12.8 per cent) and Maharashtra (10.2 per cent).
According to the report, there was an increase of 43 per cent in kidnapping and abduction cases in 2011 while rape cases where the victims were children rose by 30 per cent in the same period.
While UP and Delhi together accounted for 47.6 per cent of kidnappings and abductions of children, Madhya Pradesh, Uttar Pradesh and Maharashtra together accounted for 44.5 per cent of child rape cases.
The study also reveals that the conviction rate at national level for crimes against children stood at 34.6 per cent. The conviction rate for 'infanticide' (other than murder) was highest at 46.9 per cent followed by cases under murder (45.5 per cent).
The study observed that the increasing trend in the incidence of juvenile crimes is a matter of grave concern.
