People of Likabali area resent inclusion of its villages under MAC

ITANAGAR, Sept 23: Likabali Sub-Division, one of the sensitive areas being interstate boundary with Assam, is tensed yet again. People of the area claim that 12 of its villages namely Dipa, Liche, Kuntor, Jipu, Silli, Germe, Rate, Torajan, Siloni, Durpani, Kangku and Borajan have been enlisted under Mishing Autonomous Council (MAC) of Assam.

Expressing disappointment, the people of the area in a joint complaint letter to the West Siang DC has requested for countering the decision of the Assam government.

Immediate appropriate action has to be taken in this regard to counter this unconstitutional and irrational act of the neighbouring state and uphold the very sovereignty of our state and its people in the area be taken on the regard, they wrote in the statement.

 

State level women’s football tournament from Oct 23

ITANAGAR, Sept 23: Arunachal Pradesh Football Association (APFA) will conduct the state level women’s football tournament, 2013 at Naharlagun/Itanagar from October 23 to 30. Teams from all the 17 districts, including a team from Capital Complex, are expected to participate in the tournament.

While informing this, APFA has requested the district authorities to conduct the district level tournaments before October 15 to select teams for the proposed state level tournament.

 

GSU resents bail to accused headmaster

ITANAGAR, Sept 23: Expressing strong resentment over bail to the headmaster, who is also one of the accused in the recent Green Valley Public School sexual assault case, Galo Stdents’ Union (GSU), in a representation to the Chief Secretary has demanded re-arrest of the accused headmaster.

While demanding to try the case in fast track court for early disposal of the case, the representation also demanded not to grant bail to the main accused Vipin Wisvan.

It also demanded for immediate rehabilitation of all the affected students to continue their education failing which the students’ union has threatened to launch democratic movement.

 

WIFS prog launched in Lohit

TEZU, Sept 23: The Weekly Iron Folic Acid Supplementation (WIFS) programme under RBSK was launched in Lohit by Deputy Commissioner Rajeev Takuk at TCM ME School Tezu today. Under the programme, each and every student will be given one iron tablet every Monday in school.

Speaking on the occasion, the DC spoke in details about the importance of maintaining good health and emphasized on reduction of anaemia among children through regualr administration of iron folic acid tablet.

District Medical Officer Dr. Karik Basar requested the nodal teachers to be practical and sincere in delivering IFA tablets to every child to make the programme a success.

DRCHO Dr.Nani Rika, briefly highlighted the importance of Weekly Iron Folic Acid Supplementation (WIFS).

The IFA is not a medicine, but nutrient supplement which is necessary for healthy growth of the child physically and mentally. The WIFS programme is to cover all the children from Nursery to class XII of Government schools or Government aided schools of the district.

Besides IFA tablet, Albendazole tablets will also be given in the month of February and August.

The school health team of the district alongwith nodal teachers of the school will monitor the progress of WIFS programme in the district.

The dictrict has 258 Schools and 13,484 children are target age group under WIFS programme. As per health survey report 70% of Indian children are anaemic due to lack of Iron deficiency in their diet. DIPRO

 

JJFC lift 19th Vishwakarma Football Running Trophy, 2013

ITANAGAR, Sept 23: Jiyo Aur Jine Do FC (JJFC) won the 19th Vishwakarma Football Running Trophy, 2013 beating Abu Nigla FC (Jote) 2-0 in the final at KV No Playground here today.

Page Tashi scored both the goals for the winning team.

The winners walked away with cash prize of Rs.50,000 along with the trophy and the runners up team was awarded cash prize of Rs.20,000.

Takhe Arun and Tommo Ada, both from JJFC were declared as best player and the best goalkeeper of the tournament.

Capital Complex Tamin FC was adjudged as most disciplined team of the tournament.

Former Damin Anchal Chairperson Kej Gama attended the final match along with Tam Matum, Chairman of Jiyo Aur Jinedo as chief guest and guest of honour respectively.

 

 

3rd winter football tournament kicks off

ITANAGAR, Sept 23:  The 3rd winter football tournament 2013 being organized by Kimin Kudh Youths Sports Club kick-started on 21st September last with much fanfare.  In the opening match played between Durpa B and Papa XI, former beat later with two goals. In another match played Bumchi Bomte Sports Club held with Palin Chambang Ganate SC. The opening ceremony was inaugurated by Tai Tayu Zilla Prasihad Member III-Kimin in presence of ASM Kipa Kain and Bamang Kumar.

YINGKIONG, Sept 23: Deputy Commissioner cum District Election Officer (DEO) L Borang imparted training to EROs/AEROs on special summery revision of Photo Electoral Rolls through PowerPoint presentation in the DC's conference hall here today.

All EROs and AEROs of the district were present in the training.

Assembly approves APIMC Bill -2013, APDA rejoices

ITANAGAR, Sept 23: The Arunachal Pradesh  Legislative Assembly today passed the Arunachal Pradesh Indian Medicine Council Bill, 2013 by voice  vote.

 Meanwhile, Arunachal Pradesh Doctors’ Association (APDA) welcomed the development  and thanked the State Government, particularly Health and Family Welfare Minister Atum Welly in this regard.

This Council will look into Indian System of Medicine that includes Asthanga, Ayurveda, Siddha and Unani,” APDA hoped.

The state already has ‘Homeopathic council’ and ‘Arunachal Pradesh Medical Council’ for Homeopathy and for ‘Modern system of Medicine (Allopathy)’ respectively.

However, ‘Indian System of Medicine’ was unregulated till date, it informed.

APDA hoped that the ‘Indian System of Medicine’ will be regulated and the public will have the maximum benefit due streamlining of this branch, it added.

 

ANAYA football tournament from Oct 3

ITANAGAR, Sept 23: All Namsai Area Youth Association (ANAYA) is conducting its first ever running trophy football tournament 2013 at general ground, Namsai from October 3.

Altogether 12 teams from various districts of state, including home teams have confirmed their participation in the tournament. Teams from neighbouring Assam are also expected to participate, informed Secretary Games & Sports, ANAYA.  

The main objective of the tournament is to tap and groom hidden football talents as well foster unity and brotherhood among people of the state, said ANAYA president Chow Silla Longkan.

ITANAGAR, Sept 23: The Department of Education, Donyi-Polo Govt.College Kamki, organized a seminar on Right To Education Act (of 2009) in the context of U of Elementary Education” today.

Participating in the seminar, Dr. Gomo Karbak, Principal-in-charge highlighted the importance and implications of education as a fundamental right for the children.

AAPLU seeks Parliamentary Secretary’s Intervention

ITANAGAR, Sept 23: Drawing attention towards the impending interview of group D posts such as poen, chowkidar, handyman, herbarium keeper, Dak runner and Forester in the forest department, All Arunachal Pradesh Labour Union (AAPLU) sought Parliamentary Secretary Environment and Forest intervention to work out the imbroglio. The written examination of group D posts which conducted on 14th June 2011 was cancelled by the authority following the complaint of irregularities and malpractice was lodged. It is said since then authority did not issue fresh advertisement for the interview of said posts.  The union appealed to the parliamentary secretary for imicable solution of year long impasse.

 

APWBRAYWA conducts social service to repair road

ITANAGAR, Sept 23: All Pampoli, Watte, Bana and Richukrong Area Youth Welfare Association (APWBRAYWA) conducted a mass social service to repair the Seppa-Bana road which is lying in dilapidated condition for years for want of maintenance.

Over 1000 people, including public, youths and students of the concern areas participated in the social service.

The Association demanded the Vijay Nirman Company Private Limited, which has been entrusted for construction of the highway project, to maintain the road before execution of the project.

Health & education sectors need major boost

ITANAGAR, Sept 23: For the last few years the priority was given to health and education sectors as first step towards development of strategically important state like Arunachal Pradesh. But in reality both the departments are lagging behind apparently either due to paucity of fund or lack of strong policy decision.

As per confession made by Health Minister Atum Welly in the Assembly House today not only the CHCs and PHCs but also the health centres in town areas  also are facing shortage of specialist doctors. The minister was responding to a supplementary question raised by MLA Alo Libang.

 At present there are only 54 specialist doctors against the total requirement of 378 specialists, the minister disclosed.  Moreover, shortage of accommodation in rural areas and unequal distribution of doctors created the mess in health service system, he added. Even the local specialist doctors are reluctant to work in interior areas, instead they prefer to resign and continue their  service in private hospital,  the minister revealed.

Pointing out the huge financial implication involved in recruitment of heath staff and creation of health infrastructure, the Minister, however, appealed to the members of the house to extend cooperation in proper distribution of man power in health centres. At least the members should  contribute from their MLALAD fund for creation of accommodation for medical staff in rural areas, he opined.

Informing the house that 60 GDMOs ( Allopathy) were  recruited  through APPSC,  the Minister said that  Govt has been persuaded several times on requirement of special doctors in state and  the  process for the same is going on under finance department.  Steps has already taken to rationalize posting of health staff and  streamlining the man power distribution, the minister informed.

On the other hand many secondary schools are upgraded to higher secondary schools during last few years.  But the irony is that most of the upgraded schools are facing shortage of senior teachers.  

Responding to a supplementary question raised by MLA Tapen Siga, Education Minister Bosiram Siram informed the Assembly that at least 90 senior teachers  are required for posting in 15 upgraded schools in  many areas including Nafra, Chayang Tajo, Wakka, Pangsu and other places.

Earlier, responding to a supplementary raised by Takar Marde, Minister Siram informed  the house that  there is scarcity of local candidates for senior teachers particularly in Physics, Chemistry and Mathematics subjects. Despite floating of advertisement twice for recruitment of 10 senior teachers (Chemistry), only 4 were recruited  due to non-availability of local Science candidates. On the other hand  the quota for outside candidates has been exhausted as per 80:20  recruitment norms. Siram further informed  that the order has already been issued  not to utilize the services of senior teachers as BRCC, CRCCs and  BEO and posted back at their districts so that they contribute their service as experienced teachers.

The minister, however, informed Marde that senior teacher (Hindi) has been posted at Govt Higher Secondary School, Dumporijo and an English senior teacher  has already been posted there. Senior Chemistry subject shall be posted after recruitment of senor teachers by the department, the minister  said.

The Minister further said that steps are being taken to mitigate teachers’ shortage problem.

Retirement age: Responding to a supplementary from Laeta Umbrey, Chief Minister  Nabam Tuki informed that the recommendation of the  sixth pay commission have  almost been implemented. But it will take time to reach a decision on superannuation age at 60 as it involves financial implication and other  socio-economic factors like growing unemployment problems.

Autonomous district councils: When enquired by the  BJP legislator DrTangorTapak about  the  resolutions passed in this house during 2004 and 2007  regarding creation of two autonomous district councils (ADCs) comprising (i)Tirap-Changlang and present Londging district and (ii) Tawang and West  Kameng districts, the Chief Minister informed the Assembly that    the state Govt had already submitted the proposal to Central Govt with comments of the state government on the memorandum submitted by the elected representatives of Tirap and Changlang.

Informing  that the state Govt  has been approaching the Union Home Ministry from time to time on this issue, Tuki further said “we are going to meet the union minister again soon  to discuss the issue.”

The CM further informed the house that development process in Tirap, Changlang and Londging has already been initiated with creation of department of Tirap, Changlang and Longding with Rs 25 crore fund per annum.   Besides the schemes under Border Area Development Programme, many other developmental  schemes  sponsored by the Central Govt  are being implemented in the three districts.

When asked by Tamiya Taga whether the state Govt is considering for more political and financial power  for Tirap, Changlang and Longding districts, the Chief Minister said lot of development activities have  already been undertaken in this three district. However, it is the prerogative of the Central Govt take further  steps in this regard.

PMEGP selection process: Responding to a supplementary raised by MLA Takar Marde, Industry Minister Tapang Taloh assured to rectify the anomaly if any in selection process.  

The Minister further informed that  there are 36 number of target allotted to Upper Subansiri district under PMEGP, out of which 19 number were adjudged  from the panel waiting list of  2012-2013. The minister also gave details report of  the industrial scheme implemented by his department under union ministry of  Micro, Medium and Small Enterprise (MSME) .

Mebo water project:  The Chief Minister informed that house that almost 90 per cent works of the  Mebo water project has been completed and  the remaining work will be completed in current financial year.

Responding to supplementary  question from Ralom Borang, the Chief Minister further informed that the  Govt has taken step to submit all the up-to-date relevant documents  including the report of the  district technical monitoring committee of the Mebo Water Supply Project to the  Union DoNER ministry for the  release of the  3rd and final installment of the central share against the project. The Chief Minister  also admitted that due to pressing situation the  concerned department had to re-appropriate fund of Rs 79 lakh  of this project to other NLCPR projects.

 

 

Eviction drive receives big jolt

ITANAGAR, Sept 23: In the on-going Assembly session Congress MLA Takar Marde raised zero hour motion expressing concern over rampant encroachment of government land across the state in particularly capital complex.  

Responding to the motion Chief Minister Nabam Tuki had stated that due to certain errors in the land Act encroachers are taking advantage and therefore government is working to bring in certain amendments in the Act. He also claimed that administration is clearing up encroachment from highway, colony and approach road of capital.

Beside state Assembly, encroachment issue has recently hogged the limelight with capital administration led by deputy commissioner Sanjay Goel strongly taking on land encroachers and carrying out massive eviction drive in capital complex.

However, giving big jolt to the encroachment drive the directorate of land management in a circular issued on 3rd September 2013 (No. LM-104/2010) to all deputy commissioners and additional deputy commissioners signed by B Pertin secretary (Land Management) has rolled back the decision to carry out eviction drive against those who had carried out construction within four meters from Govt quarter. “It is also informed that any executive orders issued for maintaining 4(four) meters set back area from Govt Quarter shall also automatically stand superseded,” read the notice.

It is worth mentioning that just one year ago the state government had taken decision to carry out eviction drive within 4 meters of Govt quarters.

According to the source, around 2000 government quarters has been encroached in state capital with many of them being completely wiped out from map. This decision of directorate of land management is an open invitation to land grabber to carry out more encroachment across the state. Our politicians say something and their officers act differently. Can we dare to trust our politicians??

 

 

Free power to every home in Arunachal possible: CM

Arunachal to increase minimum wages for labourers

ITANAGAR,  Sept  23:  Arunachal Pradesh Chief Minister Nabam Tuki today said that free power to every home is possible if people facilitate speedy execution of all ongoing hydro-power projects in the state.

The Chief Minister's assertion came in the backdrop of mass public protest on various upcoming hydro projects in the state.

Tuki was responding to a private member's resolution raised in the Legislative Assembly by Congress member Tapuk Taku urging the state government to formulate a concrete policy for smooth and systematic function of various wings of the power department to overcome power crisis and other administrative shortfall.

Admitting the dismal power scenario of the state, the Chief Minister said that the reason for power crisis was because the state government failed to tap even one per cent of the 55,000 mega watt power potential in the state.

"After harnessing all available power potential by commissioning all the ongoing projects, Arunachal Pradesh will be a surplus power state in the country," the Chief Minister said and added that the present power scenario was attributed to the damage caused in several small hydro projects by flood and landslides in recent times.

He, however, assured to solve the crisis soon by restoring all the defunct projects.

On the other hand, much to the delight of the labour community, Arunachal Pradesh Chief Minister Nabam Tuki today announced that the state government was contemplating to enhance the minimum wages for labourers in the state soon.

Responding to a Calling Attention motion brought in the house by People's Party of Arunachal member Laeta Umbrey on the plight of the labourers with meagre wages when the prices of essential commodities have sky-rocketed, Tuki said the state government recently took a proposal for revision of wages which would be taken up in the cabinet soon.

"We are proposing to fix the new wage from Rs 150 to 190 per day area wise depending on the climate and topography of the area. According, we have decided to hike the wage separately for labourers working in soft and hard areas," the chief minister disclosed.

He said, in addition to the daily wage, the government also fixed a medical allowance of Rs 250 for all categories of labours besides extra allowance of Rs 500 for those working in hard areas.

Tuki further informed that minimum wages for labourers were subjected to Minimum Wage Act, 1948 which envisaged fixation once in five years.

Earlier, raising the motion, Umbrey suggested for constitution of an advisory board which should periodically review the wages. PTI

 

 

Tirap Police solves highway robbery case

ITANAGAR, Sept 23: In a major breakthrough Tirap Police have solved a heinous and diabolical case of a highway robbery at night in which unknown miscreants had attacked an unsuspecting driver of a Bolero vehicle which was being used by the Army Brigade HQ in Khonsa on hire basis, informed Tirap SP Vikramjit Singh, in a release.

The incident had occurred on the intervening night of August 25 and 26 when the driver Ajay Gurung was taking the vehicle back to Tinsukia from Khonsa. On the way he had halted at Bogapani village to have dinner where one person took a lift in the vehicle till Hukanjuri check gate.

However, soon thereafter three more persons were picked up at the behest of the first one. Later, just before reaching Hukanjuri check gate they forced the driver to turn the vehicle towards Nokfan. On the isolated Nokfan road, they brutally assaulted the driver with an iron rod on the head and left him for dead in the Tiru River, the SP said.

Fortunately, the driver survived and was brought to Deomali Police Station by a passerby, from where he was shifted to AMC Dibrugarh.

They took the vehicle but were unable to cross the Hukanjuri check gate for fear of getting caught. The assailants then took the help of a driver as they were not very confident of driving the vehicle off-road, and hid it deep in the forest near Bogapani.

A special team was constituted by the Superintendent of Police headed by SDPO Khonsa JK Lego and consisting of OC PS Khonsa Sub Inspector Kabul Singh, Sub Inspector Benji Saroh, and others.

Based on local inputs and tireless investigation the driver who had assisted the accused in hiding the vehicle was arrested by the special team and based on his interrogation the vehicle was recovered.

However, the main accused persons were still at large. Working round the clock and raiding several jungle hideouts the police team finally got a specific input about the location of two of the main suspects near Lingdongthong village. Their hideout was raided early in the morning and they were arrested.

One of the two suspects was a hardcore NSCN-K cadre SS Pvt Matlan Khetey of Borduria village who had earlier threatened the public leader Wangman Lowangcha in Borduria. During the course of this investigation the police team also managed to arrest another rogue NSCN-K cadre namely SS Pvt Monglat Akhang of New Laptang village who had been threatening and extorting money from Khonsa market as well as had looted a number of trucks near Bogapani.

Many villagers from Borduria village had approached the Superintendent of Police to ensure early arrest of these suspects as they had become a nuisance for the villagers, were bringing a bad name to their society and had turned into a menace for the commuters on Khonsa-Hukanjuri road, as it is a long stretch of road devoid of presence of any police or security forces.

 

 

BJP for suitable compensation to Govt declared illegal encroachers

ITANAGAR, Sept 23: The Bharatiya Janata Party state unit has called for giving suitable compensation to the occupants of the government quarters and land, who have been declared as illegal encroachers by the government. The compensation is to be paid for the expenditure incurred on the structures constructed on the govt quarter land, and while if the government decides to allot those plots to the occupants, then appropriate rates may be fixed for charging them since the time of occupancy, added the BJP.

Addressing the  mediaperson here today, BJP state unit general secretary Dominic Tadar, said that the BJP views sternly the eviction drive being carried out in the Itanagar Capital Complex. Tadar has been constituted as the chairman of the recently formed party committee on the illegal encroachment of government land. He said, since most of the government quarters in the Capital Complex in particular as well as in the districts across the state are SP type structures having short span of life, their validity has expired since long. While the successive governments never kept any budgetary provisions in the AOP for the repairing and maintenances of those SPT quarters built in the 1970s and later, the occupants have spent from their own resources to maintain the quarters and further when the condition of the house was found inappropriate to dwell in despite the self maintenance works done coupled with problems arising in repairing, rewiring, painting etc., the occupants started constructing houses on the very spot for the safety and security of their family members, he added. Further he pointed out that the illegal construction is not a new found incident but it has been going on since long time, while many cases of illegal encroachments had been regularized and given land allotment including the govt quarters.

The other members of the BJP committee consists of Techi Necha, spokesman, Tayek Goi, state vice president, BR Wage, state general secretary, Ngurang Pinch, state executive member and Tarh Tarak, district president, Itanagar Capital Complex. BJP councillor, Teli Jumi was also present at the press conference. Techi Necha, Tayek Goi, Tarh Tarak and Teli Jumi also spoke in the press conference.

Further, the voicing its opposition on the method of repeated cases of eviction on the basis of pick and choose on the NH52, approach roads and sector roads of the Capital Complex, the party stated that, the administration may apply same yardsticks as per provisions of RoW laid down rules, where the Supreme Court has also upheld the procedures in the case of Kerala Govt’s permission to a private society to install the statute of public figure on a traffic point on a National Highway.        

On the issue of NOC being obtained by the govt employees from concerned DC or the Chief Estate Officer in order to clear their retirement dues and promotion of services, the BJP stated that it was not necessary as the condition is not guided by any established law or act and it is contradictory to the CCS conduct rules and at the same time, there is The Arunachal Pradesh Public Premises (Eviction of Unauthorized Occupants) Act, 2003 for the land encroachment matter.

Further stating that as the govt has admitted in the state assembly that the state Capital has been built haphazardly in the beginning and the private individuals have mostly occupied the land, the state BJP advised that the that entire stretches of land from Itanagar, Naharlagun, Karsingsa, Banderdewa, Tarajuli, Dorpang, Kokila, Sessa, Hollongi, Chakma settlement areas at Changmara, four lane NH(52) from Hollongi to Itanagar should be demarcated clearly considering them to be vacant government land, while leaving government establishments, villages and inherited ancestral land. Hence any occupation within these areas should be considered illegal while the names of and details of those individuals who have illegally occupied the land, with even the land possession certificate issued in these areas cannot be treated as valid documents. No compensation can be claimed against any govt project like educational institutions, airport etc. and of the huge temporary settlement of Chakma refugees can neither be purchased nor sold to any individual. These vacant lands can be considered for further expansion of the Capital, added the BJP.

Talking to the media persons, Spokesman Techi Necha said, “The government till now has not been regulating things. And after all these years, it will be difficult for the government to regulate things now.”

Dwelling on the many irregularities in the system, he said, “Welfare schemes, they never percolate to the grassroot people. In MGNREGA, people are being paid for only 11 days while the provision is 100 days wage. There are no proper implementations of the schemes which is the very reason why people are migrating towards the greener side i.e., the Capital. APL, BPL they never reach the poor and the medical conditions force them to migrate.”

Necha claimed that the allotment system itself is at fault leading to the rampant allotment of land.

Vice president Tayek Goi alleged that the land allotments are being given on priority basis and are discriminatory. “Poor people are being denied while the rich enjoys it,” he said.

While claiming that no laid down norms for occupying government quarters has also led to the encroachment, he said, “There are no certain rules for occupying government quarters and the duration of the occupant. Government needs to see this.”

BJP, City unit, president Tarh Tarak and BJP councilor, Itanagar Municipal Council, Bogum Jumi Teli also spoke on the occasion.

As further course of action, the committee would take up the issue and submit a memorandum to the Governor and state chief secretary and appraise the problem. Later on a dharna would be staged for creating public awareness on the issue.   

 

 

Preservation of wildlife  to promote tourism in state

PASIGHAT, Sept 23: Preservation of Wildlife and Forest resources will help in developing tourism in the State. This will in turn help in generating employment. While collared Government jobs have come to a saturation points and unemployment is increasing day by day, said MOS(Minority Affairs) Ninnong Ering in a function organized by Daying Ering Wild Life Foundation Eco Development Society (DEWFEDS).

The unemployment and drug abuse will destroy the society if not taken care of properly. The development of eco-tourism can lighten the problem to a great extend, Ering added.

 He expressed hope that society would work with sincerity for preservation of wildlife and forest and advised the members of the society to create awareness and educate the people regarding importance of preservation and conservation wild life and forest.

He further said that there should be a ban on hunting in the buffer zones of Daying Ering Wild Life Sanctuary and assured to co-operate and help the society to make the mission success.

ADC Rajesh Panyang assured to provide all possible help and co-operation from District Administration for the purpose. He also advised them to utilize the services of the panchayat institution to create mass awareness.

Tabang Jamoh DFO (T), Augusti Jamoh i/c DTO, Kaling Dai ZPC and Denong Tamuk Chief Councilor suggested for construction of eco huts for tourist. They also advocate against rampant fishing and hunting and opined that the united and concerted efforts will definitely   bring a significant change in the public mindset and help in achieving the goal

They also informed that due to their efforts, people have started to realize the importance of preservation and conservation of wild life. Arunachal asks Centre to withdraw coal block suspension

ITANAGAR, Sept 23: Arunachal Pradesh has pleaded the Centre to review and withdraw the suspension order on mining operation and disposal of coal at Namchik-Namphuk block in Changlang district of the state.

The Coal Controller during May last year suspended coal production from the block allocated to Arunachal Pradesh Mineral Development and Trading Corporation Limited (APMDTCL) following reports of involvement of underground activists in illegal mining of coal.

"The union home ministry in a letter on March last year requested the coal ministry to take over the mine by Coal India Limited to take control of mining of mineral resources in the state so that pilferage is stopped and the insurgent groups are not able to raise resources for weapon procurement," Chief Minister Nabam Tuki said in reply to a written question by Congress MLA Takar Marde.

Tuki, who also holds the mines and minerals portfolio further informed that the state government through a series of correspondences pleaded the Centre to withdraw the suspension order and awaiting response.

"The department of geology and mining has been pursuing vigorously to the concerned ministry to revoke the suspension order," he added. PTI

 

 

Sanitation, cleanliness fortnight from Nov 1

NAHARLAGUN, Sept 23: State Water and Sanitation Mission (SWSM) in a meeting held recently under the Chairmanship of the Chief Secretary has decided to observe sanitation and cleanliness fortnight in the schools of the state from November 1to 14.

The Chief Secretary has  advised the PHED to prepare graded IEC materials with Do’s and Dont’s for dissemination of IEC messages in the schools and further advised the Commissioner (Education) and Secretary (PHE&WS) to join hands for its successful implementation.

The meeting attended by the Commissioner Education, Commissioner (R.D), Secretary (Health & IPR), Secretary (Planning), Secretary (PHE&WS) and all the Chief Engineers of the Department also discussed on the achievements made by the Public Health Engineering Department under National Rural Drinking Water Programme (NRDWP) during 2012-13 and also reviewed the progress made during 2013-14.

The committee also discussed on the schemes proposed for sanction in the current year. While referring the recent meeting with the Planning Commission, the Chief Secretary advised the Department to prepare proposal for achievement of additional coverage of habitations to bridge the gap between covered and uncovered status in the state. The committee also emphasized on awareness creation on water, health and sanitation subjects. DIPR

 

 

APCC participates in workshop on social media

ITANAGAR, Sept 23: A four-member delegation from Arunachal Pradesh Congress Committee (APCC) attended a day-long regional workshop on Social Media organized by Assam Pradesh Congress Committee at Guwahati yesterday.

The workshop was conducted by IT and Social Media experts from New Delhi and representative of AICC Communications Department to train the party workers how to use social media, such as facebook, tweeters and other interactive internet sites to communicate with people and disseminate party ideologies, policies, plans etc. to grassroots level people.

The Workshop was addressed by Assam Chief Minisgter Tarun Gogoi, Assam Pradesh Congress Committee president Bhubaneswar Kalita and Member of Parliament and AICC Secretary Avinash Pandey.

The four members Arunachal Pradesh team included B C Tok, General Secretary, Byabang Nukh, General Secretary, Nima Sange, Convenor, Media and Nalong Mize, Member, IT Cell.

The workshop was attended by Congress party workers and office bearers from north-eastern states.

 

 

IMC team visits Capital Complex

NAHARLAGUN, Sept 23: Itanagar Municipal team headed by deputy chief councillor Kipa Babu toured the entire Capital Complex today to take stock of the industrial scenario and trash out a solution to the grievances of bazaar welfare committees.

The committee including the empowered standing committee members Tarh Nachung, Gangte Togung, Taba Yall Nabam, Ngurang Yache and Tadik Tagru, during inspection of industrial units at Banderdewa and SMS Smelter at Lekhi village verified the benefits given to employees under EPF, health, education and insurance before directing them to strictly comply with the requirements besides the pollution certificate.

The team would submit a report to Chief Councillor Higio Aruni for starting activities as directed by Chief Minister Nabam Tuki during a with the councillors on September 18 last, Nachung said in a statement.   

While Babu directed Nachung to make the Rajdhani Rajgat (smashan ghat) near sinking zone along NH 52A immediately for which the Capital administration gave go ahead signal as fund was expected from the GoAP for its renovation. The councillor of Gohpur was asked to ensure that the local selling fish, meat and vegetables are accommodated in the Agriculture Marketing Board shed lying unused.

They interacted with the area councillors, inspected the market areas for first hand knowledge, instructed the councillors to ensure hygienic condition in the markets, particularly the fish, meat and vegetable vendors.

 

 

AAPWU’s Kurung Kumey tour concludes

ITANAGAR, Sept 23: All Arunachal Pradesh Workers Union (AAPWU) concluded its whirlwind tour of Kurung Kumey district yesterday.

The AAPWU team led by its secretary general and other executive members, including from women’s wing, visited and held series of meetings with its block units and discussed in details about various problems being faced by the workers of Kurung Kumey district in particular.

During the tours, the team claims to have received many complaints about forceful donations, membership drives being carried out by few unknown unions in the name of labour union.

Disowning any such illegal activities by any trade unions in the state, AAPWU strongly opposed such kind of forceful donation and collection of money.

The union requested the respective District Administrations to deal strongly against those unions, which are found involved in such illegal activity.

“AAPWU always works towards welfare of its workers and shall not indulge in any such illegal activities,” the release said.

While appreciating Chief Minister Nabam Tuki led government for enhancing labour wages, AAPWA appealed for early release of adhoc bonus 2010-11.

AAPWU will be touring Lower Subansiri district next month as a part of their ongoing tour.

 

 

Piglets, chicks and vegetable seedlings distributed

ITANAGAR, Sept 23: A programme on introduction of new and improved breed of piglets and poultry has been initiated in Rengeng Village by Krishi Vigyan Kendra East Siang, College of Horticulture and Forestry.

The breeds were brought from ICAR, Research Centre for NEH Region, Jharnapani, Nagaland. For the programme, some progressive farmers of the village were selected for its initiation. The particular breed of poultry (Vanaraja) was selected for the location as it can thrive well in backyard condition and more particularly for its dual purpose nature giving better egg and meat production.

A better prolific breed of pig (Large Black) was also distributed to study its performance and adaptation in backyard condition. In the said programme, vegetable seedlings (knolkhol, broccoli, brinjal, tomato, cauliflower, cabbage, chilli) and beet root, coriander, radish seeds were also distributed.

Dr. AK Pandey, Dean, College of Horticulture and Forestry emphasized on the importance of taking variety of vegetables for  good health and prevention of major prevalent diseases and other micro nutrient deficiency syndrome.

Dr. Neeta Longjam, SMS, spoke on backyard farming of pigs and poultry for economic upliftment of rural community and drew the importance of vaccination in prevention of diseases.

Th. Eloni Vida, SMS, pressed on the need for maintaining nutritional gardening. This homestead production of fruits and vegetables provides households with direct access to important nutrients, nutrients that may not be readily available or within the economic reach of many households. Nutritional gardening therefore provides a household with a good means to improve its food security.

SM Hussain highlighted on the aspect and need for conservation of water through water harvest tank, particularly to meet the water needs during the dry season which at the same time can also be used for aquaculture thereby giving additional income to the farmers.

Legal metrology department should wake up from slumber

Dear Editor,

Through your esteemed daily we would like to bring to your kind notice that , due to lack of proper implementation of policies and directives as per the rule of legal metrology our consumers and business community are facing lots of problem and sometimes misunderstanding arise between consumer and business community.

As we know that most of our citizen are unaware of consumers right, so our people are not certain about the retail price rate of all commodities and thus our innocent people starts bargaining. Most of our people have this mentality to try get heavy discount of any item, so for this reason our shopkeepers are also prepared to charge the price of any item for double or triple because they know about the mentality and atmosphere of our people. For example retail price for jeans pant is just Rs. 1250/- but sold at Rs. 3500/- but after bargaining shopkeepers sell them at 50% discount i.e Rs. 1500/- above 50% above retail price and still selling it at illegal price rate. At the same time our innocent customer thinks that they got 50% discount from shopkeeper but actually it does not happen like that. So, our people are always prepared to bargain 50 % discount due to wrong practice of business from our businessman and also due to lack of awareness about consumer rights affairs by our citizen. And above all these problems arose due to lack of proper functioning of legal metrology department. So we would like to appeal the department of legal metrology to ensure proper implementation of legal retail price of all commodities and also to maintain proper hoarding or notice board of all legal rates of all commodities at the main market area to avail the actual retail price of all commodities and items to the general public and business community, and also organize time to time awareness programme for the general public and business community.

And lastly we would like to appeal the Govt of Arunachal Pradesh to endorse the legal metrology department to exercise their duties properly and implement the proper rules and regulation of consumer’s right for the welfare and large interest of common people and business communities.

Give proper training to examiner

Dear Editor,

Through your esteemed daily, I would like to focus some of my views regarding recent APPSCE(Pre). In the aforesaid exam what I found was  that in the paper-II(optional), many questions were from out of syllabus. It is found in the subjects like geography, political science etc. some questions were from out of syllabus. In prestigious exams like APPSCE (pre), questions should be strictly according to syllabus.

Secondly, the examiners were not trained, they could not properly give instruction due to which many of the candidates wrote optional subject code in paper-I subject code column in the OMR answer sheet. Some of the candidates wrote subject code in sub centre code column in the OMR answer sheet. Before filling up the OMR answersheets examiner should give proper instruction to fill up the OMR sheet but to our utter surprise they were instructing to write optional subject code in the general studies. Before conducting such prestigious exams examiners should be given proper training.

Thirdly, another problem I came to know from the exam is that there were no strict mobile phone checking. Even in the exams of LDC/UDC, other departments provide envelope provisions for keeping mobiles then why APPSC cannot provide?

Therefore, I highly request APPSC to rectify its lacunae’s for the future prospects. It is also my earnest appeal to APPSC not to declare invalid the OMR answersheets of those candidates who wrote optional subject code in paper-I (general studies) where candidates were supposed to keep blank on that particular column.

No outcome of job mela yet?

Dear Editor,                           

Through your esteemed daily, I would like to ask our state government and concern organizing committee of job mela cum rally conducted at I.G. Park Itanagar that where we will get the list of selected candidates? I have applied for the training of lab technician. They advised us to wait for their phone call. 22 days have passed but I am still waiting. I asked some of my friends whether they received any phone call, the reply was big no. So, I would like to ask, are they really going to select anyone or it was just fake? If selected than why it’s not published in local daily for transparency. Finally, I appreciate our chief minister for taking such a great step and I also expect he will do better in future.

Out of syllabus questions

Dear Editor

Many shocking and unexpected questions were asked for Geography in yesterday’s APPSCE Prelim exam. They even asked out of syllabus questions.

Why is commission playing with the emotions of the candidates who toil day and night to crack the prestigious exam, knowing that it’s the last attempt for many of them? Why they involve in controversy in almost all exams they conduct? Frustration and feeling of discrimination may take ugly turn if they continue committing such blunder. I challenge them that even the father of Geography wouldn’t be able to answer some of the questions they had set for the Geography paper.

Lastly, I request the commission to be sensible and to have some moral responsibility rather than showing the challenging attitude to the aspirants in the future.

Crime against children

Crime against children rose by an alarming 24 per cent  in recent past in the country, with Uttar Pradesh topping the list and Delhi coming in third place.

It is alarming that, in 2011, the crimes against children reported a 24 per cent increase from the previous year with a total of 33,098 cases, the report 'Children in India 2012-A Statistical Appraisal', conducted by the Central Statistical Organisation, said.

The highest number of crimes against children, it said, was reported from Uttar Pradesh (16.6 per cent) followed by Madhya Pradesh (13.2 per cent), Delhi (12.8 per cent) and Maharashtra (10.2 per cent).

According to the report, there was an increase of 43 per cent in kidnapping and abduction cases in 2011 while rape cases where the victims were children rose by 30 per cent in the same period.

While UP and Delhi together accounted for 47.6 per cent of kidnappings and abductions of children, Madhya Pradesh, Uttar Pradesh and Maharashtra together accounted for 44.5 per cent of child rape cases.

The study also reveals that the conviction rate at national level for crimes against children stood at 34.6 per cent. The conviction rate for 'infanticide' (other than murder) was highest at 46.9 per cent followed by cases under murder (45.5 per cent).

The study observed that the increasing trend in the incidence of juvenile crimes is a matter of grave concern.
